Kids Streaming App Development: Safe OTT Apps Parents Trust
Last reviewed
Kids streaming app development is building a video app children can use on their own and parents can trust: a catalogue filtered by age, kids profiles locked behind a parental PIN, screen-time limits, and data handling designed for children's privacy laws. The child gets a simple, bright interface; the parent keeps control from their own account.
Apexnova builds custom kids and family streaming apps you own outright, on web, iOS, Android and connected TVs, delivered in 30 days with no per-subscriber fees. 20+ streaming platforms shipped, reaching 15M+ viewers.
What makes a kids streaming app different
A general streaming app assumes the viewer is the account holder. A kids app has two users with opposite needs: a child who can't read well, taps everything and should never reach the wrong title, and a parent who pays, sets the rules and wants to see what was watched. Every screen has to serve one of them without leaking into the other.
Safety is a catalogue problem first. Each title carries an age rating, and every rail, search result, autoplay queue and recommendation is filtered by the profile's age band on the server. A filter applied only in the app can be bypassed; one applied in the API can't.
Privacy is a design problem, not a checkbox. Children's privacy laws such as COPPA in the US, GDPR-K in Europe and the UK Age Appropriate Design Code restrict what you may collect from a child and how. The safe architecture collects nothing personal in a kids profile, keeps the parent's identity and payment in the parent's account, and turns off third-party tracking for child sessions.
App stores enforce their own rules. Apps in Apple's Kids Category and Google Play's Designed for Families programme need a parental gate before purchases and outbound links, and restrict third-party analytics and ads. We build to those rules from day one, so review doesn't send you back to rework.
What we build for kids & family streaming
- Kids profiles with age bands: a profile per child, each set to an age band (for example under 5, 5–8, 9–12), with the catalogue filtered on the server for that band.
- Parental PIN and parental gate: switching from a kids profile to an adult one, changing settings, buying anything or opening an outside link asks for the parent's PIN or a gate a young child can't pass.
- Screen-time and bedtime limits: daily viewing limits and quiet hours per profile, with a gentle wind-down screen instead of a hard cut mid-episode.
- Curated rails, not an open feed: editors decide what appears on the home screen; recommendations only draw from titles already approved for the age band.
- A kids interface: large artwork, characters instead of text labels, voice or picture search for pre-readers, and no comments, chat or public profiles.
- Parent dashboard: watch history per child, blocked titles, limits and profile settings from the parent's phone or the web.
- Offline downloads: episodes saved for car journeys and flights, with storage limits the parent controls.
- Every screen the family uses: web, iOS, Android, tablets, Apple TV, Android TV, Fire TV, Roku and Smart TVs, plus Chromecast and AirPlay.
Parental controls and privacy, engineered in
| Requirement | What the family sees | How we build it |
|---|---|---|
| Age-appropriate catalogue | Kids only ever see titles rated for their age | Age rating per title; server-side filtering on every API that returns content |
| Profile lock | A PIN to leave a kids profile | Profile switching gated by a parent PIN stored with the parent account |
| Parental gate | Purchases and links need a grown-up | Gate before checkout, settings and outbound links, per Apple and Google kids rules |
| Screen-time limits | Daily limits and bedtime | Per-profile limits enforced by the backend, so they hold across devices |
| Minimal data | No sign-up or personal data from the child | Kids profiles hold a name or avatar and an age band only; no identifiers sent to third parties |
| No behavioural tracking | No targeted ads or tracking for kids | Third-party SDKs off in child sessions; first-party, aggregated analytics |
| Parental consent | Parents approve the account | Consent and payment in the parent's sign-up flow, with records kept |
How families pay
In a kids app the payer is always the parent, so every purchase sits behind the parental gate. Family subscriptions (SVOD) are the usual core: one plan, several kids profiles, monthly or annual, with a free trial, billed through the App Store, Google Play or the web. A free tier of a few episodes per series lets parents try before they pay. One-off purchases (TVOD) suit holiday specials, films and learning courses. If you add an ad-supported tier, ads are contextual and served only through networks certified for children's apps, never behavioural. See SVOD platform development for how we build subscriptions.
How we deliver in 30 days
Week 1: rules before screens
We agree your age bands, rating scheme, parental controls, data policy and monetisation, and map them against the COPPA, Apple Kids Category and Google Play Families requirements that apply to you.
Week 2: catalogue and backend
Content and rating model, server-side age filtering, parent accounts, kids profiles, subscriptions and the admin panel your editors will use to curate rails.
Week 3: the apps
Kids and parent experiences on web, iOS and Android, with playback, downloads, screen-time limits and the parental gate. TV apps follow on the same backend.
Week 4: review-ready launch
Store listings and kids-category declarations, privacy labels, testing with real devices, and launch. You own the code, the store accounts and the cloud accounts.
When we're the right fit
- You own or license a catalogue of children's shows, animation or learning video and want your own app, not a channel on someone else's platform.
- You need parental controls and privacy built in, not bolted on after an app store rejection.
- You want to own the code and the family relationship, with costs that don't grow per subscriber.
If your content is mainly courses with quizzes and certificates, our education streaming platform page is the closer match. For the full picture of apps, player and delivery, see OTT app development, and for budgeting, our OTT platform cost guide.
Frequently asked questions
What is kids streaming app development?
Kids streaming app development is building a video app for children and families: a catalogue filtered by age rating, separate kids and adult profiles behind a parental PIN, screen-time limits, and data handling designed for children's privacy laws such as COPPA. Apexnova builds custom kids streaming apps for web, iOS, Android and connected TVs, production-ready in about 30 days.
Can you build an app like YouTube Kids or Netflix Kids?
Yes. We build the features that define those apps: kids profiles with an age band, a catalogue that only shows titles rated for that band, a parent area behind a PIN or parental gate, screen-time and bedtime limits, a watch history parents can review, and a kids interface with large artwork and no open search or comments. You own the code, the catalogue rules and the viewer data.
Is a kids streaming app COPPA compliant?
Compliance depends on how the whole service collects and uses data, so your legal counsel signs off on it. What we do is engineer for it: kids profiles collect no personal information, behavioural ads and third-party tracking are switched off for child sessions, analytics are first-party and aggregated, and verifiable parental consent sits in the parent's account flow. The same design covers the Apple Kids Category and Google Play Families policy requirements.
How do kids streaming apps make money?
Most charge the parent, not the child: a family subscription with several profiles, sometimes a free tier of a few episodes per series, and one-off purchases for specials or courses. If you run ads, they must be contextual and child-appropriate, with no behavioural targeting, and they are served only through ad networks certified for children's apps.
How much does a kids streaming app cost?
Custom kids streaming apps typically start around $4,999 (₹4,50,000) for web, iOS and Android with profiles, parental controls, subscriptions and an admin panel, and rise with connected-TV apps, offline downloads and learning features. Apexnova prices by scope, with no per-subscriber fees, and you own the code.
