OTT App Development Company in India

Last reviewed

Apexnova is an OTT app development company in India that builds custom streaming apps you own outright: Android, iOS, web, Android TV, Fire TV and Smart TV, plus the video backend behind them. A Launch build is live in about 30 days for a one-time ₹4,50,000, with no revenue share or per-subscriber fees.

We built the platform behind Pocket Films, India's largest short-film distributor, and the Hindi-and-English Scroll TV app. Every build comes with UPI Autopay and Indian gateways, regional-language support and the IT Rules 2021 essentials engineered in, on infrastructure designed for about 35% lower cloud costs.

Why an OTT app for India is built differently

A streaming app designed for the US or Europe and then launched in India usually stumbles in the same places: the checkout, the network, the device and the language. Indian viewers are mobile-first, often on budget Android phones and patchy 4G, they pay with UPI more than cards, and a large share of them would rather watch in Hindi, Tamil or Telugu than in English.

Payments decide conversion. If a viewer can't set up UPI Autopay in two taps, many won't subscribe. Recurring payments in India also follow RBI e-mandate rules, so the subscription engine has to handle mandates, pre-debit notifications and failed renewals properly.

The network is the product. The bitrate ladder has to start low enough to play on a weak signal, with a data-saver mode and offline downloads, and video should be served from Indian points of presence, not a distant origin.

Regulation is part of the build. Age ratings, parental locks and a grievance process under the IT Rules 2021, and consent handling under the DPDP Act, are much cheaper to design in than to retrofit.

What we build for Indian streaming businesses

  • Android-first mobile apps: native Android (Kotlin) tuned for low-memory devices and slow networks, plus iOS, with offline downloads and a data-saver mode.
  • Web and PWA: a fast streaming website that works on mobile browsers and lets viewers subscribe without app-store commission.
  • TV apps: Android TV and Google TV (the most common Smart TV platform in India), Fire TV, Samsung Tizen and LG webOS, plus Apple TV.
  • Indian payments: UPI Autopay, cards, net banking and wallets through Razorpay, PayU, Cashfree, Juspay and others, alongside Google Play Billing and Apple In-App Purchase, with automatic GST invoices.
  • Regional languages: a fully localised interface, per-language catalogues and rails, multi-audio and subtitles, and search across Indian scripts and Roman transliteration.
  • Compliance tooling: content ratings and descriptors, parental locks, age gates, a grievance desk in the admin panel, and consent and data-deletion flows for the DPDP Act.
  • Video backend: encoding, packaging, content protection and CDN delivery from Indian regions, on scalable infrastructure with historic 99.99% uptime.
  • Growth systems: recommendations, coupons and referrals, push notifications, and analytics on watch time, conversion and churn.

OTT app development cost in India

Plan for two numbers: the one-time build and the monthly cost to run the service. Apexnova publishes the first and engineers the second down.

PackageTypical scopeOne-time fee (plus GST)Timeline
LaunchWeb, Android and iOS; VOD; one monetisation model (SVOD, AVOD or TVOD); Indian payments; CMS; analytics₹4,50,000~30 days
ScaleAdds Android TV, Fire TV and Smart TV apps, live streaming, ads, more payment routes and regional languagesUp to ₹10,00,000~8–12 weeks

Running costs (cloud, CDN, encoding, payment gateway fees and app-store commissions) are billed to your own accounts. Most services spend the equivalent of $1,000 to $10,000 a month (roughly ₹85,000 to ₹8.5 lakh), growing with watch hours. Serving from Indian regions and tuning the bitrate ladder for mobile keeps delivery, usually the largest line, under control. The full breakdown is in our OTT platform development cost guide.

IT Rules 2021 and DPDP Act, engineered in

Streaming services that publish curated films and series in India come under the Digital Media Ethics Code in the IT Rules 2021. The rules turn into concrete product requirements, and we build them as features, not as an afterthought:

  • Age ratings and descriptors: every title carries one of U, U/A 7+, U/A 13+, U/A 16+ or A, set in the CMS and shown before playback.
  • Parental locks: PIN-protected access controls for U/A 13+ and above, and age verification before A-rated titles play.
  • Grievance redressal: an in-app and web complaint form, a ticket queue in the admin panel with acknowledgement and resolution deadlines, and an audit trail.
  • DPDP Act consent: clear consent notices, consent records, data access and deletion requests, and parental consent handling for younger viewers.

We implement the product side; your legal adviser decides the policies, classifications and notices.

Proof: Indian platforms we've built

Scroll TV brings movies, web series, microdramas, reels and music into one app, with its full interface in Hindi and English and voice search. Bhaktidwar TV is a devotional streaming app we designed around its audience, and Binj TV is a microdrama app built for vertical, episode-by-episode viewing. See all case studies.

Monetisation models that work in India

Subscriptions (SVOD) convert best in India with low entry prices, mobile-only plans and short billing cycles on UPI Autopay. Ad-supported (AVOD) reaches the much larger audience that won't pay yet, and pay-per-view (TVOD) suits new film releases and live events. Coins and micro-payments work well for microdramas and short series. Most Indian services combine two or more. See SVOD, AVOD, TVOD and microdrama app development for detail, and regional OTT platform development for multilingual catalogues.

Frequently asked questions

How much does OTT app development cost in India?

At Apexnova, a Launch build covering web, Android and iOS with video on demand, one monetisation model, a CMS and analytics is a one-time ₹4,50,000 (plus GST), live in about 30 days. A Scale build that adds Smart TV and Android TV apps, live streaming, ads and more payment options goes up to ₹10,00,000. There is no revenue share and no per-subscriber fee. Running costs such as cloud, CDN and app-store commissions are paid directly to those providers, which for most services comes to the equivalent of $1,000 to $10,000 a month (roughly ₹85,000 to ₹8.5 lakh).

How long does it take to build an OTT app in India?

About 30 days for a Launch build on web, Android and iOS. We build the apps, player, backend, payments and video pipeline in parallel, so the timeline is set by scope rather than by headcount. Builds with Smart TV apps, live events or custom integrations take roughly 8 to 12 weeks.

Can my OTT app accept UPI Autopay and Indian payment gateways?

Yes. We integrate Razorpay, PayU, Cashfree, Juspay and other Indian gateways for one-time and recurring payments, including UPI Autopay and card e-mandates with the pre-debit notifications RBI rules require. Google Play Billing and Apple In-App Purchase run alongside, and GST invoices are generated automatically for every transaction.

Does an Indian OTT platform need to comply with the IT Rules 2021?

Publishers of online curated content in India fall under the Digital Media Ethics Code in the IT Rules 2021. In practice the app needs age ratings (U, U/A 7+, U/A 13+, U/A 16+ and A) shown before playback, parental locks for U/A 13+ and above, age verification for A-rated titles, and a grievance redressal process. We build these into the CMS and apps; your legal team owns the policy decisions.

Can you build an OTT app in Hindi and other Indian languages?

Yes. We build fully localised interfaces in Hindi, Tamil, Telugu, Bengali, Marathi, Malayalam, Kannada and other languages, with per-language catalogues, multi-audio and subtitles, and search that handles Devanagari, regional scripts and Roman transliteration. Scroll TV, which we built, runs its full interface in Hindi and English.

Should I hire OTT app developers in India or work with an OTT development company?

Hiring individual developers works when you already have a streaming architect, a video pipeline and a product team to direct them. If you don't, an OTT development company is usually faster and cheaper overall, because one team covers the apps, player, video encoding, CDN, payments and Smart TV work that would otherwise take four or five separate hires. Apexnova hands over the code, accounts and documentation so you can bring development in-house later.

Do you only work with Indian companies?

No. Apexnova builds for streaming businesses in India and abroad. Indian clients are billed in rupees with GST; international clients are billed in US dollars, with a Launch build at $4,999.
